Grant Support for Landlords

The Government is pushing through significant changes in legislation that will mean residential properties will need upgrading in terms of energy efficiency. These changes can be confusing, but there are schemes and grants available to help private landlords meet the standards being introduced. It is estimated that 17% of the housing stock in Wales is currently owned by private landlords. This amounts to a significant number of properties which may be eligible to benefit from various schemes.

Warm Wales Cymru Gynnes works with a number of organisations including local authorities and the National Landlords Association in Wales to give free advice to landlords on these matters.

There are significant grant streams available for Private Landlords, which until now have been difficult to understand and access, as well as being time-intensive to obtain. These grants include ARBED, Empty Home Loan and the Green Deal. The main objectives of these schemes are to reduce fuel poverty, improve energy efficiency, reduce carbon, and improve the quality of the housing stock.

Support is available from Warm Wales Cymru Gynnes to help you determine if you are eligible for any of these grants. To help understand these grants, we’ve briefly outlined the schemes below.

ARBED is a Welsh Government scheme intended to improve the energy efficiency of a minimum of 4800 existing homes in Wales and also reduce the amount of greenhouse gas emissions by the end of 2015.

The investment will provide a major boost to support the low carbon economy and green jobs through increased demand for manufacturing and fitting of energy efficient products. It will also contribute to eradicating of fuel poverty, cutting greenhouse gas emissions and to improving the energy performance of homes in Wales.

The measures which could be available to landlords through these schemes include:

  • Solid wall insulation
  • Installation of photo-voltaic (PV) panels
  • Installation of solar heated hot water systems
  • Access to gas connection and gas heating grants
  • Access to heat pumps for households off the gas network

The UK Government Green Deal scheme will allow private energy firms to provide domestic and commercial customers with double glazing, loft and wall insulation and other structural improvements designed to boost the energy efficiency of their buildings and reduce heating bills.

The full cost of the measures will be recovered through instalments on the energy bill over several years.

In addition to the above schemes, the UK Government operates the Empty Home Loan which is available to private landlords to upgrade properties which have been empty for 12 months or more, and bring them back into use.
