Project Outline
Neath Port Talbot led the way in Wales by launching the most comprehensive fuel poverty and energy efficiency project in the country. The local authority teamed up with Warm Wales to offer everyone in the borough the opportunity to become more energy efficient. The project has delivered over £10.3 million investment to local homes so far.
The ‘Bringing warm homes to Neath Port Talbot’ project involves many other organisations too – including the Wales Assembly Government, National Grid and npower – who have created a dynamic partnership to help eradicate fuel poverty and tackle energy efficiency on a large scale.

Warm Wales visited every home in the borough during the initial 3 years of the scheme to offer free home insulation, benefits advice and in some cases, central heating. Those households that did not qualify for free work were offered a major discount of the cost of home insulation.  The scheme continued for another 2 years and re-visited homes which had not participated in the first 3 years.

2004 to 2007 : 3 Year Review Figures

  • 62,000 homes contacted
  • 81% homes assessed
  • 19,000 homes received insulation measures
  • £2.1 million generated in extra benefit payments

Project Benefits
The project was designed and set up to:

  • Reduce cold related and cold induced deaths and illness in the County Borough
  • Assess the energy efficiency needs of 80% of homes
  • Create 50 local jobs – 50% of which will be sustainable for at least 5 years
  • Wherever possible, raise home energy efficiency levels to meet the requirements of the Welsh Housing Quality Standard
  • Increase energy efficiency awareness in the area
  • Reduce CO2 emissions
  • Lower fuel usage
  • Generate additional Benefits claims for qualifying households
  • Work with Communities First Schemes.
