Warm Wales Powys Energy Saving Scheme
Warm Wales is proud to be delivering the innovative Energy Saving Scheme in Powys designed to address fuel poverty and reduce carbon emissions by adopting a ‘whole house’ approach and solution.
It is our mission to aim to try and improve people’s lives by being able to offer them an opportunity to make the necessary fabric & heating improvements to the whole house, focusing on greener more carbon-neutral solutions to lower energy costs dramatically, whilst making Powys greener and more eco friendly.

What is offered under the Energy Saving Scheme?
Funding for the following improvement measures is available under the scheme via ECO4 and subject to the qualifying criteria and conditions listed below.
Energy Efficiency Measures Available
- Air Source Heat Pump with upgraded central (radiator) heating system and specialist water Cylinder
- Solar PV & *Battery Storage – *Subject to Powys County Council funding availability. Please read the eligibility section below for more information.
- Mains Gas Boiler (existing boiler must be non-condensing and not be suitable for renewable heating measures)
- High Heat Retention Storage Heaters (If Air Source is not achievable)
- SMART Heating or Zone Controls
- Energy Saving Lights
- Loft Insulation
- Room in Roof Insulation
- Solid Wall Insulation (Internal or External)
- Cavity Wall Insulation
- Underfloor Insulation
- Flat-roof Insulation
- Draught Proofing
Eligibility
Qualifying criteria
1. ECO 4 (HCCRO) – Qualifying Income Related Benefits
Eligible Benefits:
· Income-based JSA
· Income-Related ESA
· Income Support (IS)
· Pension Credit (PCGC/PCSC)
· Working Tax/Child Tax/Universal Credit (WTC/CTC/UC)
· Housing Benefit (HB)
· Child Benefit (CB) below gross income threshold

2. ECO4 FLEX – Route 3: Medical Grounds
NHS Referrals: Households identified by a GP, Health Board in Wales, NHS Foundation Trust, or NHS Trust as having severe/long-term health conditions impacted by cold homes.
Qualifying Conditions:
· Cardiovascular condition
· Respiratory disease
· Limited mobility
· Immunosuppression
3. ECO4 FLEX – Route 1: Low Income Grounds
Total Household Gross Income:
· Under £31,000 p.a.
4. ECO4 FLEX – Route 2: Warm Wales Powys Energy Savings Scheme (WWPESS)
Qualifying Criteria:
· Hard-to-treat property (NICE guidelines) OR
· Net income threshold after allowable expenses (mortgage/rent/council tax/fuel bills)
Part 1 – Hard to Treat Property:
· Off Gas (no mains Gas connection)
· Solid Wall Property (requires insulation)
· Room in Roof (no loft space)
· Property in disrepair (retrofit assessment)
· Listed property

· Vulnerable to cold (NICE guidance, GP, Health Board, NHS Trust support)
· Receiving support on health grounds (e.g., AA, ESA, PIP, Disability Pension, Carers Allowance)
· Free school meals
· Council Tax reduction due to low income
