Social Housing Smart Energy Systems Support
Warm Wales has been working with registered social landlords, including Adra and ClwydAlyn, to provide wraparound support to tenants who have had energy improvement works installed in their homes.
While upgrades provided by social landlords such as solar PV panels, heat pumps and smart energy systems improve the energy performance of a home, tenants may not see reductions in their energy bills or improved warmth without a good understanding of how to use these systems effectively and the right tariff for the technology.
The Welsh Government’s Evaluation of WHQS 2023 and ORP, published in March 2026, found “A consistent issue identified across tenant interviews was reports of insufficient information about how to make the best use of these technologies, particularly solar PV, batteries, and heating systems. The few tenants interviewed felt unprepared to use installed systems effectively, relying on informal sources such as neighbours or online searches. This limited the potential benefits of retrofits and, in some cases, contributed to frustration.”
Warm Wales can provide this wraparound support, helping not only increase understanding of the new technologies but also supporting with wider issues such as energy debt, income maximisation, water bills and crisis needs.

How to Benefit – Residents
If your housing provider is working with us and you are eligible to benefit, your landlord will provide us with your contact details. You will then receive a phone call from Warm Wales. Usually you should also have received communication from your landlord letting you know that they are working with us.
Any social housing residents that are not referred to us by their landlords but in need of help can refer themselves to Warm Wales through our form or by calling 0800 091 1786.
